Parking income in England exceeded £1.6 BILLION in 2017-18; 5% higher than in 2016-17.Brighton & Hove council is making the most surplus cash from on and off-street parking.Huge rises in parking cash can be seen in Medway Towns, Southampton and Bath & N.
